Modifications To The Laws Of The Game - General

All games hosted by the WCSC will be played in accordance with the current FIFA Laws of the Game, including all International Board Decisions and current memorandums and advice issued to Referees by the United States Soccer Federation (USSF), except as modified below.  Current copies of the Laws and memorandums are available from various soccer stores that sell books and our website.

All Level Substitution Rules (Excluding U7 & U8)

1. Substitution may be made only with the consent of the Referee at the following times: 

• prior to a throw-in by your team

• prior to a goal kick by either team

• after a goal by either team

• after an injury if the Referee stops play, by either team

• at half time

2. Any of the other players may change places with the goalkeeper with the consent of the Referee during a stoppage in the game.

3. When a player is to be replaced by a substitute the following conditions shall be observed:

• the substitution shall be made during a stoppage of the game

• the Referee shall be asked for approval of the proposed substitution

• the substitute shall enter the field at the half way line and not until the player he/she is replacing has left the field or with permission of referee.
